Chapter title is something like “A battle to ascertain”.
The chapter begins with Hakuryuu restating his answer - in an unreasonable world, he chooses to trust others, as “righteousness” is something that changes over the course of one’s life. However, Sinbad asks if such a thing means that the king is abandoning his responsibilities? If the king’s righteousness wavers, others will lose their way and fall apart.
To this, Hakuryuu has a simple reply - what if the king’s righteousness was wrong? “Righteousness” is not something that states unchanging over time, so, for example, the way of life of the Kou Empire (basically, how they grew using military power) was acceptable at the time, but that has changed. And he himself thought of revenge as a great cause, and revolted, but as soon as the enemy was gone, he couldn’t keep going.
It is now Hakuryuu who questions Sinbad - can’t righteousness sway? Isn’t he worried about the possibility that his own path might be in the wrong? Or has he become free of such worries by becoming a god?
Sinbad’s answer? Basically, it was ME who called YOU here to ask a question, how arrogant of you to answer that WITH A QUESTION xDD. Still, he answers - he believes in himself. He set out to free the world from war, and that was exactly what he did. There is something like conceit in being able to do things no one else can. He then goes to how he has somehow been able to see fate since long ago, and that be became convinced of the existence of fate after Aladdin’s story at the summit.
Hakuryuu asks again - then, he does not believe in anyone other than himself? He does not believe in his comrades? He replies he does, but Hakuryuu quickly points out that Sinbad thinks of them as weaker, smaller existences than himself.
Sinbad is silent for a while, but then says that it isn’t that he does not believe in them, but like Judar said, humans have different roles. People are different, and not all are suitable for all roles, like how Hakuryuu couldn’t fill the responsibility of emperor.
Sinbad then mentions how, in eliminating borders between countries, he was trying to concentrate all power on himself. Hakuryuu, however, says there is no need to do something like that, and that power should be shared. Sinbad is not convinced - why should he do that? Because he is worried about not being able to fulfill the role of God? He cannot share this power, as there is no one who can guide the world in a good direction other than him.
It is now Hakuryuu who is not convinced, asking if he is sure of that? Is that really the case? Is there really no one who is better or equal to him? And Sinbad finally answers - isn’t this a battle to ascertain that? In other words, as Hakuryuu realized, this is his pending business.
On his side, Aladdin mentions that Sinbad asks himself if he really is the most appropriate person in the world to become God. This doubt in itself is a pending business. When the rukh was rewritten, they were not affected, and Sinbad looked for them, seemingly happy that he had challengers. As Alibaba puts it, it was like he was waiting for something.
In short, by fighting and questioning them, Sinbad wants to find out if he can really become a God.

As Valefor begins to crumble having been conquered by Hakuryuu, Aladdin and Alibaba realize that being convinced by them is not Sinbad’s objective - there is something else he wants.
And so they proceed to Zepar, where they get received by Sinbad… and a lady? He welcomes them to the third dungeon, the one he challenged when he was 17. At that time, he had started building his country in an island he bought from Parthevia, and this is the princess of said country - Celendine. She was the original owner of Zepar, and… by sacrificing her life (don’t take this literally, it is obvious something happened here)… he assimilated her rukh and got the power of Zepar, like Alibaba did with Cassim’s.
Zepar then asks - in this unreasonable world, should he live by his own will, or be guided by others? And so begins the battle with not one, but two Zepars!
